Goal: appears blank, but with the values and the border colored, what does it mean?

It is common to find occasions when the Goal column is with values registered and only the border colored. This happens because the values were registered correctly, but the goal has not yet been approved by the Leader.

Once approved, the goal will be fully colored and locked for editing.
